OBLIGATIONS OF AUTHORITIES

In accordance with the law no. 211 of 15 November 2011 on waste regime in conjunction with the Government Decision no. 1037 of 13 October 2010 on waste electrical and electronic equipment, public authorities must:

– constitute the national register of producers that place on market electrical and electronic equipments;
– promote and develop co- education and information campaigns to encourage consumers to facilitate the collection, reuse, treatment and recovery of waste electrical and electronic equipment;
– organize, manage and coordinate the separate collection of waste electrical and electronic equipment from private households, including those that do not contain the essential components or those containing waste other than waste electrical and electronic equipment, and transport to collection points through public salubrity;
– establish and communicate to the environmental agencies about the manner and the frequency of collecting waste electrical and electronic equipment from private households by salubrity operators or through another authorized operators to collect waste electrical and electronics (collection rate should be at least once every three months);
– send the waste electrical and electronic equipment collected to the authorized operators for treatment / recycling;
– ensure the existence and operation of at least one point of collection of waste electrical and electronic equipment from private households to 50,000 people, but no less than a collection point in each locality;
Рprovide the evidence of waste electrical and electronic equipment entering and leaving the collection points mentioned in the previous point and annually to report these informations to the county environmental agencies;
– provide information, by appropriate means, to the residents on waste management system in the localities;
– develop and implement appropriate measures to prohibit the abandonment, dumping or uncontrolled management of waste.
